UPDATE April 8:

On March 24, 2021, the President signed into law the SAVE LIVES Act. This act authorizes the Department of Veterans Affairs (VA) to provide COVID-19 vaccine to all veterans, including those not enrolled in the VA health care system, their caregivers, and spouses, as well as a limited group of children.

Under the law, these groups are eligible for a COVID-19 vaccine at Lovell FHCC/VA:

• Veterans, regardless of time served or discharge status
• Spouses of a veteran
• Caregivers of a veteran
• Recipients of Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) benefits

Eligible Spouses

For COVID-19 vaccine eligibility, we define a spouse to include marriage, same-sex and common-law marriages. This includes a widow or widower of a veteran. If you characterize your relationship as spousal, you can receive the vaccine.

Eligible Caregivers

For COVID-19 vaccine eligibility, we define a caregiver as a family member or friend who provides care to the veteran. Caregivers may help the veteran with personal needs like feeding, bathing, or dressing. They may also help the veteran with tasks like shopping or transportation.

The expanded authority depends on readily available COVID-19 vaccine supply. Enrolled veterans and caregivers accompanying them receive priority, as well as veterans who fail to enroll but receive hospital care and medical services for specified disabilities in their first 12 months of separation from service.

As an integrated health care center that cares for both VA and DoD patients, Lovell FHCC continues to schedule vaccinations for TRICARE beneficiaries. This includes spouses and children of active duty service members, who must be enrolled Lovell FHCC patients to schedule vaccinations.

Newly eligible veterans, their caregivers and veteran spouses under SLA must register before they may be scheduled for a vaccine appointment. These are the registration options:

Enrolled patients, including those registered under SLA, may continue to call 224-610-3899 to schedule weekday and weekend appointments at Lovell FHCC. The vaccine Scheduling line hours are 8 a.m. to 4:30 p.m. weekdays. If you have questions regarding the COVID-19 vaccine before your appointment, or after your vaccination, please call our COVID-19 Vaccination Hotline at 224-610-4636. The hotline is manned from 8 a.m. to 4 p.m. weekdays. Hotline operators cannot schedule appointments.

-Screening for COVID-19 symptoms, including temperature checks, is done at check-in tables inside main entrances.

-No walk-ins - except for the ER, outpatient mental health as needed, and COVID-19 Respiratory Clinics. Please schedule appointments. Please work with your provider to make arrangements for lab and radiology services.

-Face coverings are mandatory.

-Social distancing is required, for example in elevators and common areas.

-Patients are asked to check in at tables set up at the main entrance to Bldg. 133EF (Ambulatory Care Clinic). Other entrances remain closed.

-Please don't bring anyone with you, unless necessary for health and safety reasons.

-Expanded prescription mail service will be in place, and curbside delivery is available for new and urgent prescriptions.

Patients who feel they may have been exposed and have symptoms should call their primary care provider's office for guidance before arriving at the FHCC.

Please allow 72 hours processing time. Also please call during normal business hours, Monday through Friday, 7:30 a.m. to 4:30 p.m., to speak to a live FHCC pharmacy technician.

• TRICARE non-FHCC staff patients must pick up refill prescriptions at the Burkey Mall pharmacy.

Inclement Weather information:

Green Bay Road gate (staff are encouraged to use this gate): 6 a.m. to 5:30 p.m., Monday through Friday 

Buckley Road/Lewis gate: Open 24 hours a day, seven days a week. 

Ray Street gate: Open for deliveries only from 7 a.m. to 3 p.m., Monday through Friday.

FHCC will continue to restrict building access at the main hospital to four main entrances:

Bldg. 133CA - Blue Canopy (Patriot Store) entrance (weekdays and 11 a.m. to 2 p.m. weekends)
Bldg. 133EF - Ambulatory Care Clinic/Valet Parking entrance at four flagpoles, adjacent to parking garage
Bldg. 131 - Left-side front entrance (gym access)
ER, Bldg. 133 - For emergencies only (ER will remain open 24/7)

Parking Note: Except for those going to Bldg. 131 and the gym (then park in front of Bldg. 131), patients are strongly encouraged to park in the parking garage to avoid a long walk to an open entrance. Valet parking is available, like usual. The shuttle continues to operate. 

Community Living Center Visitor Restriction: Please note that for the immediate future, no visitors (except those visiting palliative care patients) are allowed in the Community Living Center, which includes the Green House homes. Staff members entering the CLC are screened for COVID-19 symptoms.

Restrictions on all visitors to the FHCC have been expanded. If you are not an on-duty employee, patient seeking emergency medical care, or patient attending a scheduled medical appointment, please do not come to our facilities. This is to protect everyone from the spread of COVID-19. Companions should only accompany patients into a building for reasons of medical necessity and/or safety. 

Community Based Outpatient Clinics: The same visitor restrictions apply. Screening for COVID-19 also will take place at the CBOCS. Please allow for extra time. 

Paul Kennedy Child Care Center: Beginning March 30, each child will have his/her temperature taken upon arrival.

Pharmacy: To ensure social distancing, as of March 26, the main pharmacy at our North Chicago hospital windows will process new prescriptions only. Veteran patients should use mail-order services to get their refills. Department of Defense beneficiaries, too, are encouraged to use mail-order, or phone with pickup at Burkey Mall only. Please see below. 

Veteran patients are reminded of the following options:

• Use MyHealtheVet to refill prescriptions. Go to: myhealth.va.gov. You must be registered for MyHealtheVet to use this service. For questions about Secure Messaging using MyHealtheVet, call 224-610-8281 to speak to the FHCC MyHealtheVet representative.,
• Call 224-610-3897 or 800-393-0865 (Option 5, and then Option 1). Refills and renewals of your prescriptions will be mailed to your home.

 
Department of Defense beneficiaries, you have the following options:

• Refill prescriptions online through the TRICARE Patient Portal at tricareonline.com.
• Call Audiocare at 847-688-2757 or 800-552-8569 and provide prescription refill number and the last four digits of sponsor’s social security number (SSN). After three working days, DoD prescriptions will be ready for pick-up at Burkey Mall Pharmacy. As an alternative, DoD beneficiaries can get mail delivery for refills through TRICARE mail order and TRICARE Retail Pharmacy Program, both administered by Express Scripts, 877-363-1303.

Disaster/Flood Resource Center in Round Lake Beach, Ill.
On Thursday, Friday and Saturday, July 20-22, the American Red Cross, Salvation Army and the Northeast Illinois Community Organizations Active in Disasters (COAD) will join other disaster service organizations as part of a Multi-Agency Resource Center . Residents impacted by the floods can come to this one-stop, resource center at 965 E. Rollins Road, Round Lake Beach, (The old Garden Fresh location)  to meet with trained counselors for resources, obtain housing and insurance information and other assistance from team representatives. Also, the MARC will offer free in-kind donations. There will be translators available.  Hours on Thursday, July 20 will be 11 a.m. – 8 p.m., with lunch and dinner will be provided to clients. Hours on Friday, July 21 will be 9 a.m. – 6 p.m., with lunch and dinner will be provided to clients.  Hours on Saturday, July 22 will be 9 a.m. – noon, snacks will be provided to clients.

Drop-Off Donation Site  To help ensure victims/clients receive the items they need, the Salvation Army has created a toll-free Donation Hotline (888-369-1349) for donors to call and get information on the specific items needed.  Callers will be asked to identify what items they have to donate and if they are not useable items specifically for this flood, the Salvation Army will decline receiving the donation. If they are non-perishable items that can be used in this disaster (or future ones), they will be given an Authorization Code and times the MARC is open to accept their donation. With the Authorization Code, they may drive to the MARC at their convenience any of the three days and drop off their items with designated Donation Management personnel. Callers can leave a message and get a call back should they call after hours or during times of heavy call volume.

Lake County Emergency Management Agency Flood Assistance is compiling information about where damage has occurred, and needs help to make this assessment as complete as possible. Navy Family Accountability and Assessment System (NFAAS), is the primary vehicle for assessing, locating and assisting Navy family members and DoD employees following a disaster or mass evacuation.  Contact the FFSC or submit a NFAAS needs assessment at: https://navyfamily.navy.mil .

The Emergency Family Assistance Center (EFAC) helps Department of Defense-connected families.  Located at the NSGL Housing Office at 1710 Calvin Dr, NS Great Lakes, it can help those affected by the storms who are in need of financial, transportation, temporary housing assistance, or basic resources.

Navy Marine Corps Relief Society provides financial assistance and education, as well as other services. Phone numbers for its EFAC location (above) are 847-489-1922, 847-417-8203, and 847-489-1360.

Veterans Assistance Commission (VAC) of Lake County, 847-377-3344, is a central service office for local veteran organizations and has general oversight of the distribution of emergency assistance to military veterans and their families.

Lake County Veterans and Family Services Foundation, 847-986-4622, was recently recognized by the U.S. Department of Veterans Affairs as a "MyVA Community," which means that it serves as a connector for local veterans resources. 

Illinois Joining Forces, 1-877-236-7702, is a statewide, public-private network of military and veteran serving organizations working together to improve services for service members, veterans and their families that serves as a connector to resources throughout the state. 

Wisconsin VetsNet, 414-257-3624, helps veterans and military families in crisis situations.

The Release of Information (ROI) Office will be closed for walk-in services August 8-19, 2016.  Requests can be dropped off in the secured box located in the ROI waiting room (Building 133CA, Room 100G), mailed, or faxed to (224)610-3820.  Patients should be encouraged to sign up and use MyHealtheVet to access records that may be located in CPRS.

Parking Update

The parking garage repair work has been completed well ahead of schedule.  Effective Monday, Nov. 3, the shuttle service that services the campus will return to normal operation, and parking around the campus will return to normal pre-construction conditions. Parking enforcement also will be reinstated for individuals who do not park in either designated spots, or the correct lots.

Facilities Management Department would like to thank all patients and staff for their patience and understanding during construction. We also would like to extend a special thanks to Protective Services, Valet, Transportation, and the Carpenter Shop for their efforts and support.

Parking Update

The first phase of construction on the parking garage will be completed as scheduled on Sunday, Oct. 19. Parking lots 4(B) and 5(C) will return to FHCC staff parking starting Monday, Oct. 20. Therefore, we anticipate that parking along roadways will no longer be necessary, and staff are requested to park in designated parking lots only. Furthermore, since these parking lots will again be available to staff, we anticipate campus shuttle use to decrease. We will review the daily ridership next week to determine if the campus shuttle can be returned to normal operation. We will review pick-up and drop-off areas, frequency of runs and routes.

Construction will continue on the parking garage for another six to seven weeks but will have no impact on staff, and we anticipate it will have little to no impact on patients. Phase 2 will temporarily close the north half of the ground level and north half of level 1 for approximately three weeks. Phase 3 will then close the south half of the ground level and south half of level 1, again for approximately three weeks. Signs will be posted throughout the garage directing patients, as these phases will alter the traffic pattern within the garage.

Parking garage repairs began October 6th.  The parking garage will be closed temporarily.

Valet parking is available for patients, at the main four-flagpole entrance to Building 133EF. Parking lots B and C will be reserved for patient parking.

There will be two dedicated shuttles serving the designated overflow parking areas and street parking. The attached FHCC campus map has been updated to reflect the routes these shuttles will take each morning and evening. Shuttles will operate from 6 a.m. to 8:30 a.m. and 3 p.m. to 5:05 p.m., Monday through Friday. In addition to the regular stops, each shuttle will stop at each of the overflow parking. Patients desiring a ride anywhere along the route may also “hail” the shuttle driver along the route, and he will stop for a pickup.

The Captain James A. Lovell Federal Health Care Center, community based outpatient clinics and branch clinics continue to operate as normal. We will continue to provide high-quality, patient-centered care to our Veteran and Active Duty patients and Active Duty dependents. As the first and only integrated Department of Veterans Affairs and Department of Defense federal health care center that serves both Veterans and Active Duty paitents, our staff is also comprised of both VA civilians and Active Duty personnel. VA civilians working at Lovell FHCC currently are considered excepted, which means they will be paid when an appropriations bill is passed. Our facility has about 3,000 employees, of which 27 percent are Active Duty Navy.

Our integrated status puts us in this unique excepted status, unlike VA hospitals and military treatment facilities, because we are funded through a special treasury fund. Excepted activities are those that, if delayed, would endanger national security or create a risk to human life and/or property. We will continue with our mission of Readying Warriors and Caring for Heroes.

Temporary Visitor Restrictions During Flu Outbreak

Due to the significant increases in flu-like illnesses in the past two weeks in Illinois and other states, the FHCC has implemented the following temporary visitor restrictions:

1. Visitation by persons under 18 is not allowed.

2. Visitors are limited to not more than two per patient at any one time.

3. Visitors will be assessed for signs and symptoms of acute respiratory illnesses.

4. Visitors with acute respiratory illness symptoms are requested to not visit. If someone with acute respiratory illness symptoms must visit, they should wear a mask.

5. If visitation is necessary, limit visits to flu patients in isolation to people who are necessary to the patient’s emotional well-being and care.

6. The FHCC recommends staff with signs and symptoms of acute respiratory illnesses to stay home.

7. As always, we highly encourage staff, patients, and visitors to perform proper hand hygiene and cough etiquette.
